Job summary

Luster is seeking Project Controls Managers in Fresno, CA to support large heavy civil infrastructure programs, including highways, bridges, transit, and water projects. The role defends numbers in front of contractors and leadership, ensuring consistency across cost, schedule, and forecast.

This position requires coordinating across estimating, scheduling, and finance, leading controls staff, and using standard tools like Primavera P6 and MS Project.

Qualifications

• Bachelor’s degree or equivalent in CM, engineering, finance, or business.
• 10+ years of project controls experience on large heavy-civil projects.
• Experience integrating cost and schedule data on common WBS/CBS.
• Experience applying earned value and critical path analysis.
• Experience reviewing contractor cost/schedule submittals.

Responsibilities

• Oversee the program’s integrated controls system and baselines.
• Review contractor cost/schedule submittals and progress.
• Analyze EV, cost, and schedule performance indices; surface variances.
• Evaluate change proposals and time impact analyses.
• Coordinate risk with baselines and forecast.
