Job summary

Luster National is seeking Project Controls Managers to support large, complex heavy civil infrastructure programs across highways, bridges, transit, aviation, and water projects. These roles demand defending cost numbers in front of contract teams and leadership, with work on baseline, forecast and performance reporting.

Ideal candidates bring 10+ years in project controls, experience with WBS, baseline management, and earned value methods, plus proficiency in Primavera P6 and Office 365.

Qualifications

• Bachelor’s degree in construction management, engineering, finance, or business, or related field.
• 10+ years of project controls experience for large (>$500M), complex, heavy-civil infrastructure projects.
• Experience integrating cost and schedule data on a common work breakdown and cost breakdown structure, including baseline management and change control.
• Experience applying earned value methods and critical path schedule analysis to evaluate program performance and forecast outcomes.
• Experience reviewing contractor cost and schedule submittals against contract requirements and verified progress.
• Experience leading or directing project controls staff on a capital program.
• Proficiency with industry standard scheduling and program cost controls software (e.g., Primavera P6, Microsoft Project, Oracle Unifier, EcoSys, e-Builder, etc.).
• Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).

Responsibilities

• Oversee the program’s integrated controls system, including WBS/CDS, coding standards and baseline change procedures, ensuring data reconciles to a single source.
• Review and validate contractor cost and schedule submittals, including baseline schedules, monthly updates, progress payments, and contingency drawdown requests.
• Analyze earned value, cost and schedule performance indices, and productivity trends, and surface variances for forecast.
• Evaluate change proposals, delay claims, and time impact analyses for cost and schedule merit; recommend positions to leadership.
• Oversee the program forecast, cash flow projection, contingency, and reserve position; test assumptions.
• Coordinate risk register with baselines so exposure carries into forecast and contingency decisions.
• May lead monthly controls cycle; present cost/schedule status and corrective actions.
• Coordinate controls across contracts and interfaces to capture cross-package impacts before claims.
• Coordinate work across roadway, structures, trackwork, airfield phasing, and utility relocation.
• Coordinate across estimating, scheduling, engineering, contracts, document control, and finance so numbers support decisions.
• Oversee controls data in the MIS; ensure cost, schedule, change records are complete, coded and traceable for reporting and audits.
• May mentor controls analysts and specialists; set expectations for analysis quality and escalation.
