Job summary

Luster National, Inc. in San Francisco, CA, seeks a seasoned Project Controls Manager to lead cost and schedule control for large heavy civil infrastructure programs, including highways, bridges, rail, air and water projects.

Responsibilities include overseeing integrated controls, validating submittals, analyzing EV/CP indices, and guiding leadership on forecasts and contingency decisions. Strong scheduling and cost control expertise required.

Qualifications

Bachelor's degree in construction management, engineering, finance, or business, or equivalent combination of education and experience.
10+ years of project controls experience for large, complex heavy-civil infrastructure projects.
Experience integrating cost and schedule data on a common WBS/CBS with baseline management and change control.
Experience applying earned value methods and critical path schedule analysis to forecast outcomes.
Experience reviewing contractor cost and schedule submittals against contract requirements and verified progress.
Experience leading or directing project controls staff on a capital program.
Proficiency with Primavera P6, Microsoft Project, Oracle Unifier, EcoSys, e-Builder, etc.
Proficiency with MS Office Suite (Outlook, Teams, Word, PowerPoint).

Responsibilities

Oversee the program's integrated controls system ensuring cost and schedule data reconcile to the same source.
Review and validate contractor cost/schedule submittals against contract requirements and progress.
Analyze earned value, cost/schedule performance indices, and surface variances before monthly reports.
Evaluate change proposals and time impact analyses for merit and recommend positions to leadership.
Oversee the forecasts, cash flow, and contingency positions and test assumptions.
Coordinate risk registers with baselines to carry exposure into forecasts and contingency decisions.
May lead monthly controls cycle presenting status, trends, and corrective actions to leadership.
Coordinate controls across contracts and interfaces to capture cross-package impacts before claims.
Lead/mentor controls analysts, setting expectations for analysis quality and escalation.
