Qualifications

• Bachelor’s Degree required; Master’s in public health or related field preferred.
• Five years of public health or HIV services program administration experience.
• Experience with grant-funded programs and federal grants highly desired.
• Experience leading projects or cross-organizational initiatives.
• Strong communication, facilitation, and public speaking skills.
• Ability to work with autonomy and limited supervision.
• Experience with coalition building and stakeholder engagement.

Responsibilities

• Lead day-to-day programmatic and operational activities of Rapid Start.
• Oversee implementation of service model, staff, and contracted providers.
• Monitor performance, quality improvement, and grant reporting.
• Ensure compliance with EHE, HRSA, and federal requirements.
• Develop SOPs, referral workflows, and implementation tools.
• Coordinate performance monitoring, fiscal reviews, and site visits.
• Convene provider meetings and cross-system problem-solving.
• Prepare grant applications, progress reports, and other federal submissions.
