Job summary

Torch Technologies, Inc. is seeking a Program Manager, Principal to lead programs assigned to the Air Force HR Systems Division at Randolph AFB, TX. You will guide sustainment and new IT programs, provide executive advisory on governance, and support enterprise planning for critical DoD initiatives.

The role requires top-level PM expertise, DoD experience, and the ability to work onsite at Randolph AFB, TX with security clearance expectations.

Qualifications

• Citizenship required (U.S.)
• Master’s or Doctorate in a related field with 20 years of experience (12 in DoW) or Bachelor’s with 25 years (15 in DoW)
• Alternate: 30 years directly related experience with DoW certifications
• Experience overseeing IT program acquisitions and IMS documentation as per DoWI 5000.75
• Experience managing Agile software development projects and using Agile tools

Responsibilities

• Provide oversight for legacy sustainment and new IT acquisition programs.
• Support HR Systems Division strategic and enterprise planning activities.
• Offer executive-level consulting on defense/government programs.
• Advise on governance, policy interpretation, and acquisition strategies.
• Develop risk reduction and mitigation plans for program execution.
• Advise PM on PM practices to improve processes and cost outcomes.
