SENIOR PROGRAM MANAGEMENT ANALYST (PMW220)
Bowhead is seeking a Senior Program Management Analyst to provide consultative support to our senior PEO MLB leadership at the Washington Navy Yard for our the Standard Labor Data Collection and Distribution Application (SLDCADA) program on the PMW220 contract in Washington, D.C. The candidate will review schedules/timelines, risks, costs, technical and functional solutions against requirements matrix to identify gaps / issues, manage key deliverables, etc., and provide expert consultation/recommendation in project management and solution delivery to the Government Leads, inside the Program Office.
This position can be fully remote.
Responsibilities
- Assist the SLDCADA Program Manager in preparing and presenting reports and other program management activities, including reporting and metrics, status reporting, and other administrative duties. Personnel in this category will have experience and abilities in the following:
- Support tracking, documentation, and status of all key activities.
- Support the tracking and maintenance of the SLDCADA Integrated Master Schedule.
- Conduct research, analyze data, identify trends, and prepare reports.
- Assist program managers with the development of budgets and schedules, as well as tracking metrics.
- Assess and advise on potential issues related to costs, schedules, and performance.
- Draft new or revise policies and procedures.
- Provide subject matter expertise and inputs to the Government leads in all phases of the software development lifecycle.
- Assist the Government in conducting analysis of performance enhancements, business drivers, costs, and schedule, with resolution of integration issues.
- Assist the Government with the preparation of documents and briefs for governance board meetings.
- Review and update required operations plans and documentation.
- Provide assessment and recommendations for system, configuration, sustainment, and user experience enhancements.
- Monitor and evaluate results of existing plans and recommend adjustments.
- Provide technical expertise for briefing materials and demonstrations.
- Identify schedule risks and communicate them to project leadership.
- Review, modify, and support the delivery of an integrated master schedule.
- Monitor and evaluate project results, keeping leadership informed of changes.
- Assist in monitoring key metrics and analyzing trends.
- Participate in planning meetings and strategy sessions, providing documentation and strategic advisory support.
Qualifications
- Minimum 5+ years supporting management consultation in Navy or DoD environments, preferably on Navy/DoD ERP projects.
- Two years supporting a Project or Program Manager, with DoD or federal experience preferred.
- 2+ years as a Program or Management Analyst supporting a Project or Program Manager, with DoD or Federal experience preferred.
- Bachelor's degree in business, computer science, or related field.
- Experience in DoD requirements definition and IT project management frameworks.
- Experience in SDLC IT projects.
- Ability to interact with senior stakeholders and negotiate deliverables.
- Desire for DAWIA Level III in Program Management or equivalent (e.g., PMP).
- Proficiency in MS Project and Microsoft Office applications.
- Excellent verbal and written communication skills.
- Strong critical thinking, organizational, and time management skills.
- Experience with data management, analysis, and visualization.
- Ability to develop and deliver briefings to government leadership.
- Knowledge of FISCAM and NIST 800-53 standards.

Security Clearance
Must be able to obtain and maintain a Secret security clearance. US Citizenship required.
