Marketing Statement Sr Financial Management Analyst - Payroll Accountant:

The Washington Metropolitan Area Transit Authority (WMATA) is seeking an engaged, talented Senior Financial Management Analyst candidate to join our Payroll Team. Reporting to the Payroll Manager, this candidate will be responsible for preparing journal entries, payroll related account reconciliations, provide data and support for audit requests, developing monthly accruals and conducting analysis of the payroll processing to ensure timely and accurate processing of payroll transactions. Other duties would also consist of assisting management with monitoring controls and reviewing analytical data for performance management within the department.

Minimum Qualifications

Education

  • Bachelor¿s degree in Business Administration, Finance, Accounting, or a related field

Experience

  • A minimum of eight (8) years of experience in the development, administration, measurement, communication and execution of financial information, to include a minimum of six (6) years of experience using automated accounting systems in a governmental or commercial accounting environment
  • Experience in financial reporting, analysis and the development and presentation of financial information
  • Experience in US GAPP, as applicable to governmental entities

Certification/Licensure

  • N/A

Preferred

  • Experience
    • Expertise with PeopleSoft Financials, Oracle and Cognos
    • Experience with the preparation of an annual CAFR
  • Certification
    • Continuous improvement training such as Six Sigma, Lean Six Sigma, and demonstrable project management experience

Job Summary

The Senior Financial Management Analyst-Accounting facilitates a defined course of action for financial projects, interprets complex Generally Accepted Accounting Principles in the United States (US GAAP) and applies standards applicable to financial statements and audit reports. The incumbent reviews, analyzes and develops recommendations to support actions, policies, and management decisions pertaining to complex budget or accounting and auditing issues. Develops alternative methods to operational strategies that benefit the Authority. Develops and implements remediation activities to address audit findings; and formulates communications, procedures and guidelines. The Senior Financial Management Analyst works closely with management and is privy to sensitive and/or confidential information. The privileged information supports meaningful analyses and forecasts of Washington Metropolitan Area Transit Authority (WMATA)'s financial standing. The data includes but is not limited to, assumptions, revenue, expenses, staffing, procurement, and forecasting.

Essential Functions

  • Ensures, in accordance with US GAAP on a periodic, monthly, quarterly, annual, ad-hoc and multi-year basis, the proper accounting and financial reporting of financial transactions. Ensures coordination and consistent treatment of financial information that affects the authority¿s financial statements. Develops practices and procedures to ensure that accounting activities are made in a manner that is consistent with the overall financial objectives set forth for the Authority, such that financial reporting of actual activities can be measured against approved financial plans, budgets, or another source document.
  • Works directly with external independent financial statement auditors and assists with the preparation of the annual Comprehensive Annual Financial Report (CAFR), including the related disclosures, in accordance with US GAAP.
  • Coordinates, directs, executes and provides guidance to other professional staff in activities associated with the development and implementation of financial reports, including budget variance, capital program activity, reimbursable projects, National Transit Database (NTD), interim financial statements, and other management reports. These activities include preparation of summary and detailed reports in accordance with WMATA policies and procedures, external stakeholder requirements, and US GAAP; maintaining appropriate supporting documentation; and performing financial analysis, including reconciliation/variance analysis explanations and resolutions; and developing presentation materials for various audiences.
  • Accurately accounts for and reports on the Authorities trust fund and dedicated funding activities. Establishes and maintains liaison with Authority officers and senior management, as well as senior staffs and auditors of Federal, state, and local jurisdictional agencies.
  • Works closely with Office of Management and Budget Services (OMBS) and other Accounting (ACCT) personnel to plan, design, and/or execute processes, systems, and tools for accurate and timely execution and delivery of business and financial analyses, trends and forecasts, and financial reports.
  • Works with staff to develop and produce meaningful and automated performance metrics to measure program delivery and report on program success and opportunities for improvement.
  • Supports the preparation of Accounting¿s Business Plans and other multi-year planning documents. Works collaboratively with OMBS and other departmental staff to analyze information incorporated in management and financial reports. Monitors, evaluates and reports on the implementation of the Authority's Business Plan to ensure that the plan's objectives are being met.
  • Provides input and supports the development of oral, written and visual presentation materials for management, audits, Board Committees, and other audiences by presenting and justifying results of analyses.
  • Effectively develops and implements appropriate corrective actions resulting from deficiencies and/or recommendations identified from internal audits, Office of the Inspector General (OIG) reports, external financial statement audits, Single Audits, and other compliance auditors of federal grant programs.
  • Works with OMBS to develop statistical models for evaluating the financial impact of internal and external variables on certain initiatives, strategies, risks, and the financial health of the Authority. Develops and recommends alternatives and options for management consideration.
  • Analyzes and ensures accuracy of transactions occurring between processes and systems. Accurately, timely, and thoroughly identifies and resolves differences resulting from reconciliations and initiates, or facilitates, correcting adjustments, when necessary.
  • Develops, coordinates, and oversees the publishing of periodic and ad-hoc custom reports for distribution throughout the Authority.
  • Manages and leads staff in professional financial research and statistical analysis work required for measuring potential financial impact on Authority initiatives. Reviews work, trains, and provides instructions and guidance to lower level and/or represented staff.
  • Identifies breaks in controls or inefficient processes and proactively proposes solutions to management to resolve them.
  • Leads project management teams in planning, developing, organizing, coordinating and monitoring the efforts to meet office objectives. Establishes project timelines and ensures the effective utilization of resources. Provides periodic status reports.
