Clearance Requirements: Must possess an active Top Secret security clearance and be eligible for immediate SCI nomination and indoctrination. Must be a U.S. Citizen.

Overview

We’re seeking a Senior Program Management Analyst. The Senior Program Management Analyst will oversee acquisition and program management services for the Defense Threat Reduction Agency (DTRA).

Responsibilities

The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.

  • Provide expertise in order to oversee and coordinate/synchronize the following activities of a DTRA contract-support team.
  • Provide strategic planning, analysis, and advice for close range and long term resource requirements associated with accomplishing the mission of a department throughout the PPBE process.
  • Responsible for building all POM, Budget Execution Review, and Spend Plan presentations and documents with recommended comments for Senior Leaders to engage with the higher headquarters to justify resources for mission requirements.
  • Provides analysis, tracking, and advice using relationships built with the contract management office to improve fidelity into contract execution across GSA and DTRA contracts.
  • Support and maintain division analysis financial and contract dashboards, which provides a view of current year budget and execution, OSD obligation goal tracker, future year budgets and changes, status of personnel (military, civilian, contractor), and anticipated burn-rates; allows leaders to make timely, resource informed decisions.
  • Collecting and analyzing data which identify the need for the program; preparing the budget for supplies, staff, and equipment; conducting cost analyses comparing the proposed program with the present budget execution; and conducting an analysis of the proposed program’s effectiveness and efficiency.
  • Provide any post-award support to include use of DoD systems such as iRAPT (WAWF), DAI, etc.
Qualifications

Skills/ Qualifications:

  • Demonstrated experience in the ability and skills to manage multiple projects, keep track of, or adjust, existing tasks while identifying new tasks and expectations as projects evolve.
  • Ability to perform detailed work with little guidance and interact in a positive manner with other government and industry personnel.
  • Ability to work under pressure and to adapt quickly in a changing environment and synthesize information and draft summaries and reports.
  • Proficiency with MS Office applications (e.g., Word, PowerPoint, Excel, and Project).
  • Proficiency in the PPBE process.
  • POM experience.
  • DoD Comptroller experience desired.

Education and Experience:

  • Bachelor’s or Master’s degree from an accredited college or university desired.
  • A minimum of ten (10) years of professional acquisition experience.
  • Experience working in a time-sensitive environment with a high level of accountability.
  • Experience working with and briefing senior level DoD personnel; excellent verbal and written communication and organizational and interpersonal skills.

Certifications: DAWIA Level II/III and/or DoD Financial Management Level II/III Certification.

Physical Requirements: Employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear. Most positions require ability to work with a computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
