Job summary

The role oversees procurement planning, execution, and contract administration while driving process improvements and stakeholder engagement.

Qualifications

• Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, Finance, or related field.
• At least five years of procurement, project management, contract administration, or strategic sourcing experience.
• Public Procurement experience required.
• Master’s degree, professional certifications (CPPO, CPPB, PMP), and experience with eProcurement systems or ERP software preferred.

Responsibilities

• Develop and implement procurement strategies that align with operational objectives and regulatory requirements.
• Lead procurement execution from solicitation through contract award, ensuring compliance and efficiency.
• Manage procurement timelines, risk assessments, and KPIs.
• Oversee bid openings, proposal evaluations, contract negotiations, and supplier performance management.
• Identify opportunities for process optimization and policy enhancements.
• Collaborate with internal teams and external vendors to facilitate smooth procurement workflows.
• Ensure adherence to procurement policies, regulations, and best practices.
• Provide guidance and training to junior project managers and procurement staff.
• Support the adoption and integration of new procurement tools and technologies.
• Perform other related duties as assigned.
