Job summary

Norfolk State University is seeking a procurement professional to lead methods of procurement, ensure compliance with university regulations and state laws, and coordinate open-market purchases.

You will prepare solicitation drafts, analyze bids, manage contract files, post notices on state portals, and establish new term contracts to maximize buying power while delivering timely, documentation-rich procurement services.

Qualifications

• Bachelor’s degree in business, information sciences, engineering or a related field; or an equivalent combination of education, training and experience.
• Experience in state procurement, contract negotiations and administration in goods and services.
• C.P.M., CPCM, CPPB, or CPPO certifications.

Responsibilities

• Determine appropriate method of procurement and processes within established timeframes ensuring compliance with university regulations and state laws.
• Prepare solicitation drafts for supervisor’s review and approval prior to issuance within one week of determination to issue solicitation.
• Analyze needs and advise university personnel on procurement options; solicit guidance from vendors and manufacturers.
• Assist with resolution of departmental inquiries related to vendor invoicing and receiving to enable timely payments.
• Document reasons for delays and communicate issues and procurement requirements to supervisor and end users.
• Post awards and notices as required and ensure contract files are complete for supervisor review.
