International Line Builders, Inc. is seeking a Payroll Manager to oversee end-to-end payroll operations for field and office staff, ensuring accurate processing across multiple states and in compliance with union and regulatory requirements.

The role partners with Project Management, HR, and Finance, emphasizing strong internal controls and confidentiality while guiding a team of payroll specialists through changes in regulation and processes.

Qualifications

• Bachelor's degree in business administration, accounting, finance, human resources, or related field (or equivalent experience).
• Five or more years of progressively responsible payroll experience, including at least three years in a supervisory/leadership capacity.

Responsabilités

• Manage full, multi-state payroll cycle for hourly, salaried, and union employees, including review/approval of payroll results, deductions, taxes, and nonroutine compensation.
• Ensure compliance with federal, state, and local wage-and-hour, payroll tax, union reporting, prevailing-wage, and certified-payroll requirements; handle year-end reporting (W-2s).
• Oversee timecard review, labor-hour capture, project job costing, certified-payroll submissions, payroll audits, discrepancy resolution, and records retention.
• Maintain and optimize payroll systems, integrations, data controls, automation, and vendor relationships; partner with HR, Finance, IT, and service providers on upgrades and controls.
• Lead payroll month-end, quarter-end, and year-end close activities; perform reconciliations, variance analysis, and audit support.
• Identify and implement payroll process improvements to improve data integrity, cost controls, and service delivery.
