Job summary

R-2 Contractors, a leader in civil, structural, and underground infrastructure, seeks a Payroll Manager to oversee payroll operations across multiple states for 250+ employees. You will manage union payroll, prevailing wage, and certified payroll reporting, ensuring payroll tax compliance and IRA labor documentation.

The role is on-site at our Prineville, Oregon office with a Monday–Friday, 10-hour schedule and a strong emphasis on process improvements and team leadership.

Qualifications

• Demonstrated experience managing multi-state payroll operations, preferably in civil construction.
• Working knowledge of union payroll, collective bargaining agreements, and fringe benefit reporting.
• Experience with prevailing wage, Davis-Bacon, and certified payroll requirements.
• Knowledge of payroll tax compliance, reconciliations, and year-end reporting.
• Ability to lead payroll staff and work collaboratively across departments.

Responsibilities

• Manage weekly and payroll processing for 250+ employees across multiple states.
• Administer payroll under multiple union collective bargaining agreements, including wage rates and fringe benefit programs.
• Oversee prevailing wage, Davis-Bacon, and certified payroll requirements.
• Support compliance with applicable IRA prevailing wage and apprenticeship requirements.
• Manage payroll tax filings, audits, garnishments, year-end processing, and W-2 reporting.
• Maintain payroll controls, reconciliations, and payroll-related general ledger accounts.
• Lead and develop payroll staff and identify opportunities to improve payroll processes.
