Job description

Under the general direction of the Payroll Director, manages outsourced payroll operations to ensure optimal performance in the delivery and administration of global payroll services. Supports activities related to outsourced payroll, payroll accounting, disbursements, garnishments, and payroll tax for over 65,000 U.S. employees across 50 payroll entities. Assists in developing Workday Payroll configurations aligned with Cigna's pay schedules, policies, and procedures. Maintains controls and operational excellence, including internal/external control audits, SOX compliance, testing, and overall tax and regulatory compliance.

Responsibilities
  1. Manage outsourced payroll operations to ensure timely and accurate payroll service delivery to all employees.
  2. Project manage major enterprise projects such as payroll year-end, mergers and acquisitions, and compensation planning.
  3. Define requirements and configure Workday payroll, time reporting, absence management, and interfaces with financial systems.
  4. Oversee Strada HRO activities related to payroll operations, including garnishments, taxes, disbursements, and application management for payroll, time, and absence systems.
  5. Ensure payroll activities comply with government, regulatory, legal, and contractual obligations.
  6. Support financial payroll activities, including G/L reconciliations and employee/employer disbursements.
  7. Maintain SOX controls and compliance, focusing on continuous improvement.
  8. Coordinate with Accounting, Finance, IT, Legal, and COEs to assess impact of system changes and communicate appropriately.
  9. Support tax disbursements for federal, state, and local taxes.
  10. Assist with unemployment cost management services and state payroll notifications.
  11. Participate in HR Operations RFPs, including evaluation and contract development.
Qualifications
  1. Bachelor's Degree in Accounting, Finance, IT, or related field.
  2. 10+ years of experience in global payroll operations; 2+ years managing a team.
  3. Proven ability to implement and execute payroll strategies.
  4. Experience leading payroll during mergers, acquisitions, and divestitures, including HCM system integrations.
  5. Proficiency in Workday HCM, payroll, time, and absence modules.
  6. Ability to communicate complex concepts to HR and Finance leadership.
  7. Strong leadership skills and stakeholder collaboration experience.
  8. Business acumen and analytical skills to assess regulatory impacts.
  9. Experience working with cross-functional teams and understanding internal controls.
