Job summary

Versar Global Solutions seeks a seasoned Owner’s Representative leader to drive and deliver federal program projects. You will guide the full lifecycle from business case to closeout, advocating for the project owner and ensuring alignment with governance and funding controls.

Expect heavy collaboration with design teams, contractors, regulators, and end users while maintaining strong executive reporting and risk management.

Qualifications

• Ten or more years of owner/issuer representation or senior program leadership on complex capital projects.
• Experience translating commercial practices to federal programs while preserving governance and approvals.
• Strong knowledge of owner’s representative duties, governance, stakeholder management, and executive reporting.
• Ability to plan, execute, and close out large-scale facilities or infrastructure programs.

Responsibilities

• Lead and grow Versar's Owner’s Representative program for U.S. federal customers, establishing priorities, standards, and performance goals.
• Represent the owner's interests across the full lifecycle, from feasibility through turnover and closeout.
• Act as fiduciary for the project owner, overseeing a construction project from planning to closeout.
• Translate mission and facility needs into clear requirements, standards, and delivery plans.
• Apply commercial owner-side practices to federal programs while complying with governance and funding controls.
• Develop and maintain project charters, requirements, execution plans, and governance structures.
• Advise customers on delivery strategies, procurement, and risk allocation.
• Prepare independent cost estimates and review contractor cash flow and changes.
• Lead risk management, schedule analyses, and change control processes.
• Coordinate stakeholders across architecture, engineering, contracting, and end users.
