Job summary

Versar Global Solutions in the United States seeks an accomplished Director to lead and deliver Owner’s Representative services on federal programs. You will manage the full project lifecycle, translate client needs into executable plans, and ensure governance and compliant delivery.

The role emphasizes billable work with time supporting capture and growth activities, reporting to the center leader, and coordinating with diverse stakeholders across design, construction, and regulation.

Qualifications

• Bachelor's degree in architecture, engineering, construction management, real estate, facilities management, business, program or project management, or a related discipline.
• 10+ years of owner-side experience delivering complex capital projects at a senior level.
• Strong owner-side experience in commercial development, corporate real estate, institutional facilities, or program management.
• Ability to transfer commercial delivery practices to public-sector or highly regulated environments.
• Experience delivering projects from feasibility through closeout.
• Expert knowledge of owner's representative duties, governance, and governance.
• Experience with federal acquisition and project-delivery processes.
• Experience drafting statements of work, performance work statements, technical specs, and cost estimates.
• Expertise in cost management, scheduling, risk management, quality assurance, and change control.
• Ability to communicate with senior executives and decision-makers.

Responsibilities

• Lead and grow the Owner’s Representative program for U.S. federal customers.
• Represent owner’s interests across the full project lifecycle.
• Advise on delivery strategies, packaging, and procurement approaches.
• Prepare independent cost estimates and review funds flow.
• Coordinate stakeholders across design, construction, and regulators.
• Develop project charters, requirements, execution plans, and logs.
• Advise on risk and change management and escalation of issues.
• Provide executive dashboards, forecasts, and risk summaries.
• Support capture and proposals when not billable.
• Ensure compliance with contract terms and governance.
