Job summary

NetImpact Strategies Inc. seeks an experienced Organizational Design and Change Management expert for a high-visibility federal modernization program.

You will lead diagnostics, design governance models, and develop actionable change strategies across multi-stakeholder environments, including collaboration with FAA-related teams. The role requires US citizenship, public trust clearance eligibility, and a strong track record in facilitating workshops, translating findings for senior audiences,

Qualifications

• Candidates must be a U.S. Citizen and able to obtain a Public Trust Clearance and Agency Clearance
• Master's degree in Organizational Development, Public Administration, Business Administration, Aviation Management, Political Economy, or a related field, with at least 10 years of relevant experience
• Bachelor's degree with at least 12 years of progressively responsible, professionally relevant experience
• Equivalent combination of education and at least 12 years of demonstrated specialized experience in aviation, including FAA Flight Service/Standards/Operations and related aviation stakeholders
• Proven facilitation capability: experience designing and leading workshops or sessions with actionable outcomes
• Demonstrated strategic-translation capability: turning findings into clear recommendations for senior, non-technical audiences
• Strong emotional intelligence and influence-without-authority track record
• Experience with governance or operating models for large-scale programs

Responsibilities

• Conduct structural and organizational diagnostics to identify adoption factors for new systems and ways of working
• Design and lead sessions, focus groups, and workshops to surface root-cause insights for change strategy
• Develop metrics frameworks to track organizational health, adoption progress, and change effectiveness
• Translate diagnostic findings into actionable change management strategies for leadership
• Partner with cross-functional teams to clarify roles, decision rights, and accountability
• Design governance and operating models to support scalable change management
• Present findings and recommendations to senior stakeholders clearly and constructively
• Collaborate with human factors and behavioral science teams for integrated change strategy
• Build repeatable tools and frameworks for organizational diagnosis and change strategy
• Monitor indicators of organizational risk to inform interventions
• Build trusted relationships across leadership, technical, operational, and change management stakeholders
• Navigate disagreement with diplomacy and a solutions mindset
• Adapt methods as stakeholder needs and conditions evolve
