Job summary

Mount Sinai Health System is seeking an experienced Oracle HCM & Learning Management Technical Lead to drive architecture, integrations, security, reporting, and optimization of Oracle HCM Cloud and Oracle Learning Cloud.

This role serves as the senior technical authority for workforce technology solutions, supporting Human Resources, Learning & Development, Compliance, Talent Management, and operational stakeholders across the enterprise.

Qualifications

• Bachelor’s degree in computer science, Information Systems, Healthcare Informatics, Engineering, or related field.
• 12+ years of related experience in enterprise IT, architecture, or leadership.
• 8+ years of enterprise application, solution architecture, or technical leadership.
• 5+ years supporting Oracle HCM Cloud environments.
• 3+ years implementing or supporting Oracle Learning Cloud.
• Demonstrated success leading large-scale HCM, LMS, or cloud transformations.
• Experience in healthcare/academic medical centers is preferred.
• Experience with BIP/OTBI reports and Oracle UX/VCBS is required.
• Experience with SQL, PL/SQL, and Fusion HCM data models.
• Experience with APEX/ORDS services for integrations.
• Strong experience with OIC, REST/SOAP, FBDI, and BI Publisher.
• Licensing and Certifications: Oracle HCM Cloud, Oracle Learning Cloud, OIC, OCI.

Responsibilities

• Provide technical leadership for Oracle HCM Cloud and Oracle Learning Cloud.
• Lead architecture, configuration, enhancements, integrations, and ongoing platform optimization.
• Support key Oracle HCM modules including Core HR, Learning, Recruiting, Talent Management, Performance, Compensation, and Benefits.
• Establish technical standards, governance processes, and best practices to ensure scalability, security, and operational efficiency.
• Lead enterprise learning technology initiatives and LMS modernization efforts.
• Serve as technical lead for Taleo Learning migration to Oracle Learning Cloud.
• Oversee learning catalog conversions, transcripts, certifications, and audience/group conversions.
• Ensure uninterrupted access to regulatory and compliance training during implementation.
• Design, develop, and support integrations using OIC, REST, SOAP, FBDI, and middleware.
• Develop and support enterprise reporting using OTBI and BI Publisher.
