Mount Sinai Health System seeks an experienced Oracle HCM & Learning Management Technical Lead to drive architecture, integration, security, reporting, and optimization of Oracle HCM Cloud and Oracle Learning Cloud.

This role serves as the senior technical authority for workforce technology solutions, supporting Human Resources, Learning & Development, Compliance, Talent Management, and operational stakeholders across the enterprise.

Responsibilities

• Provide technical leadership for Oracle HCM Cloud and Oracle Learning Cloud, including architecture, config, integrations, and optimization.
• Lead enterprise learning technology initiatives and LMS modernization, incl. Taleo Learning migration.
• Design, develop, and support integrations using OIC, REST/SOAP, and middleware; ensure secure, scalable solutions.
• Develop and support enterprise reporting using OTBI, BI Publisher, and Oracle analytics tools.
• Manage security, access controls, SSO, and release planning; ensure regulatory and organizational compliance.

Mount Sinai Health System is seeking an experienced Oracle HCM & Learning Management Technical Lead to lead the architecture, integration, security, reporting, and optimization of Oracle HCM Cloud and Oracle Learning Cloud. This role serves as the senior technical authority for workforce technology solutions, supporting Human Resources, Learning & Development, Compliance, Talent Management, and operational stakeholders across the enterprise.

The successful candidate will drive strategic initiatives including Oracle HCM enhancements, Oracle Learning Cloud modernization, Taleo Learning migration, cloud integrations, analytics, data conversion, and platform governance. This position plays a critical role in enabling workforce development, regulatory compliance, and operational excellence within a large, complex healthcare environment.

Essential Responsibilities

Oracle HCM & Learning Platform Leadership

• Provide technical leadership for Oracle HCM Cloud and Oracle Learning Cloud.
• Lead architecture, configuration, enhancements, integrations, and ongoing platform optimization.
• Support key Oracle HCM modules including Core HR, Learning, Recruiting, Talent Management, Performance, Compensation, and Benefits.
• Establish technical standards, governance processes, and best practices to ensure scalability, security, and operational efficiency.

Enterprise Learning Transformation

• Lead enterprise learning technology initiatives and LMS modernization efforts.
• Serve as the technical lead for the migration from Taleo Learning to Oracle Learning Cloud.
• Oversee learning catalog conversions, historical transcript migrations, certification records, learning assignments, and audience/group conversions.
• Ensure uninterrupted access to regulatory and compliance training throughout implementation and deployment activities.
• Partner with HR, Compliance, Clinical Education, Research, and business leaders to align learning solutions with organizational goals.

Integration & Cloud Architecture

• Design, develop, and support integrations using Oracle Integration Cloud (OIC), REST APIs, SOAP services, FBDI, and enterprise middleware technologies.
• Integrate Oracle HCM and Learning solutions with identity management, onboarding, compliance, and third‑party systems.
• Provide hands‑on development and configuration support for existing and future implementations of Oracle Fusion Cloud Applications (HCM, ERP, SCM, etc);
• Lead technical design reviews and ensure adherence to enterprise architecture standards.

Reporting & Analytics

• Develop and support enterprise reporting solutions using OTBI, BI Publisher, HCM Extracts, and Oracle analytics tools.
• Deliver workforce, learning, compliance, and executive dashboards.
• Support audit, accreditation, and regulatory reporting requirements.
• Provide actionable insights that improve workforce readiness, learning effectiveness, and organizational performance.

Security, Compliance & Release Management

• Manage role-based security, identity management, access controls, and Single Sign-On (SSO) integrations.
• Ensure compliance with healthcare, regulatory, and organizational security standards.
• Lead Oracle quarterly release planning, impact assessments, testing, and deployment activities.
• Partner with Oracle, implementation partners, and vendors to support successful project delivery and continuous improvement.
