Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Senior Technical Analyst to support NC2/NC3 modernization for USSTRATCOM at Offutt AFB, NE. The role requires top‑secret clearance, extensive DoD coordination, and leadership in analytical projects.

You will evaluate mission needs and technologies, produce briefings, and mentor junior staff within a high‑stakes, security‑constrained environment.

Qualifications

• Must be a U.S. citizen and possess an active Top Secret (TS) clearance with SCI eligibility, plus NC2-ESI, NATO, and SAR eligibilities.
• Master’s degree from an accredited institution.
• 15 years of progressive experience in NC2/NC3, C3 modernization, systems engineering, or related fields.
• Demonstrated ability to perform complex technical analysis and prepare senior-level briefings.
• Proven experience coordinating across DoD organizations, preferably USSTRATCOM or similar.
• Ability to work full-time onsite, 5 days per week, at Offutt AFB.

Responsibilities

• Provide advanced technical and analytical expertise in NC2/NC3 modernization across USSTRATCOM.
• Conduct assessments of mission needs, emerging technologies, and system interactions to inform capability development.
• Produce clear, analytically rigorous reports and briefings for decision-making and prioritization.
• Mentor junior team members and reinforce best practices in analytical methods and QA.
