Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Senior Technical Program Analyst at HQ USSTRATCOM, Offutt AFB, NE, to lead test planning and evaluation activities supporting NC3 modernization and strategic deterrence. You’ll coordinate with USSTRATCOM and other agencies to ensure rigorous, mission-aligned experimentation.

The role requires a TS clearance with SCI eligibility and NC2-ESI eligibility, U.S. citizenship, and 6–10+ years of DoD coordination experience.

Qualifications

• Must be a U.S. citizen with active TS clearance and eligibility for NC2-ESI, NATO, SAR programs.
• Full-time onsite work at Offutt AFB, NE.

Responsibilities

• Lead planning, execution, and evaluation of test events for NC3 modernization and strategic deterrence missions.
• Coordinate cross-functional planning with USSTRATCOM, Combatant Commands, and engineering teams to align objectives.
• Prepare high-quality reports, risk assessments, and decision-support briefings linking findings to mission impact.
• Mentor junior analysts and contribute to repeatable test frameworks and SOPs.
