Systems Planning and Analysis, Inc. (SPA) seeks a Senior Technical Program Analyst to support NC3 modernization and strategic deterrence at HQ USSTRATCOM, Offutt AFB, NE.

The role emphasizes test planning, concept development, and cross‑agency collaboration. You will lead field preparation, instrument setup, data collection, and real‑time troubleshooting, and translate results into high‑quality reports and senior briefings.

Qualifications

• U.S. citizenship with active TS/SCI eligibility and NC2ESI access.
• Ability to work full-time onsite at Offutt AFB.
• Bachelor's degree in engineering, operations research, or related technical field.
• 6–10+ years in test planning, prototype evaluation, or field coordination for DoD/War missions.
• Experience supporting NC3 modernization, C3 experimentation, or cyberresilient testing.
• Ability to plan field events, coordinate multi-stakeholder activities, and troubleshoot in operational environments.
• Experience collecting and synthesizing technical data and producing analytical reports.

Responsibilities

• Lead planning, execution, and evaluation of tests, demonstrations, and experiments for NC3 modernization.
• Develop test concepts, experiment designs, and execution frameworks for prototype capabilities.
• Coordinate across USSTRATCOM, Combatant Commands, DoW organizations, and engineering teams.
• Oversee field preparation, instrumentation setup, data collection, and on-site troubleshooting.
• Synthesize results into high-quality reports, risk assessments, and senior briefings.
• Represent testing activities in stakeholder engagements and mentor junior analysts.
