Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Senior NC2/NC3 Program Analyst to lead high-visibility analytic efforts supporting NC2/NC3 modernization at Offutt AFB. The role requires extensive experience, TS clearance, and the ability to coordinate across USSTRATCOM, Combatant Commands, and DoW partners.

You will produce senior-level assessments, briefings, and decision-support products, while mentoring junior analysts and ensuring rigorous technical analyses across cross-domain programs.

Qualifications

• Must be a U.S. citizen with active TS clearance and eligibility for NC2/NC3, NATO, SAR on day one.
• Onsite full-time at Offutt AFB (5 days/week).
• Bachelor's degree in engineering, systems engineering, operations research, IT, national security, or related technical discipline.
• 15+ years experience supporting DoW programs, NC2/NC3 operations, C3 modernization, prototyping, or demonstrations.
• Experience leading complex analytical efforts and coordinating across USSTRATCOM, Combatant Commands, and DoW partners.

Responsibilities

• Lead and contribute to analytical efforts advancing C3 modernization and NC2/NC3 capability development.
• Guide analyses of prototypes, demonstrations, and mission-driven evaluations informing modernization priorities.
• Develop senior-leader briefings and decision-focused reports for USSTRATCOM and DoW stakeholders.
• Mentor junior analysts and coordinate with cross-domain teams to ensure analytic rigor.
• Coordinate across USSTRATCOM directorates and partner agencies to align modernization objectives.
