Job summary

Orbis Operations is seeking a Measure of Effectiveness (MOE) Officer, Senior, to lead qualitative research and program evaluation activities for a client in the US Intelligence Community. On a multi-year project, the officer will design, collect, and analyze data to produce actionable recommendations for mission delivery optimization.

Qualifications

• Bachelor’s degree is required in this position.
• Minimum of 10 years' experience in an advisory role in the IC.
• Knowledge of the Eastern Asia Region.
• Master’s degree in business, social science, or behavioral science preferred.
• Active TS/SCI clearance with Poly.
• Ability to extract insights from social media and various open source and proprietary data sources.
• Experience developing presentations and providing briefings to middle and senior management.
• Excellent oral and written communication skills, including visual representation of data using charts and graphs.
• Proficiency with MS Excel and PowerPoint.
• Ability to perform in an individual contributor role while also excelling in a team environment.

Responsibilities

• Develop and implement research designs with practical strategies for conducting evaluations of strategic communications for a customer in the US Intelligence Community
• Apply operational knowledge and tradecraft to enhance the customer's planning, design, and implementation of a variety of projects
• Design and conduct survey research; includes sample identification, instrument development, survey distribution, and response analysis
• Analyze both qualitative and quantitative information to provide the customer with comprehensive insights into organizational strengths and challenge areas
• Prepare reports and presentations for senior leadership based on research plans, activities, findings, and recommendations
• Brief senior-level customers on research plans, status of activities, findings, and recommendations
• Generate operational proposals based upon your findings and recommendations
