Job summary

Orbis Operations is seeking a Senior Measure of Effectiveness (MOE) Officer to lead qualitative research and program evaluation for a U.S. Intelligence Community client.

The role involves designing research plans, collecting and analyzing data, and producing actionable recommendations for senior leadership on multi-year initiatives. The successful candidate will interact with senior stakeholders, translate findings into concrete proposals, and help optimize delivery of mission-critical projects

Qualifications

• Bachelor's degree required.
• Minimum of 10 years' advisory IC experience.
• Knowledge of the Eastern Asia Region.
• Master's degree in business, social science, or behavioral science preferred.
• Active TS/SCI clearance with Poly.
• Ability to extract insights from social media and open/proprietary sources.

Responsibilities

• Develop and implement research designs for evaluations of strategic communications for the IC client.
• Apply operational knowledge to enhance planning, design, and implementation of projects.
• Design and conduct survey research including instrument development and response analysis.
• Analyze qualitative and quantitative information to provide insights for leadership.
