Job summary

Orbis Operations seeks an experienced MOE Officer to lead qualitative research and evaluations for a US IC client on a multi‑year project. You will design studies, collect data, and craft visualizations to support strategic decision making and recommendations at senior levels.

The role requires a TS/SCI clearance with Poly, US citizenship, and at least five years in the IC. Strong communication and presentation skills are essential, with expertise in data viz tools.

Qualifications

• Bachelor’s degree is required for this position.
• Minimum of 5 years' experience in the IC.
• Master’s degree in business, social science, or behavioral science preferred but not required.
• US Citizenship and TS/SCI clearance with Poly are required to access client information.
• Strong ability to design a research project, lead data collection, and build data visualizations.
• Experience extracting insights from social media and open sources for finished intelligence products.
• Excellent communication and presentation skills for senior leadership briefings.

Responsibilities

• Develop and implement research designs with practical strategies for evaluations.
• Lead data collection and design surveys, including instrument development and distribution.
• Analyze qualitative and quantitative information for actionable insights.
• Prepare reports and presentations for senior leadership with findings and recommendations.
• Brief senior-level customers on plans, status, and outcomes.
• Generate operational proposals based on findings and recommendations.
