Job summary

Orbis is seeking a Measure of Effectiveness (MOE) Officer, Senior, to lead qualitative research and program evaluation for a US Intelligence Community client. The role involves research design, data collection, and analysis to inform recommendations that optimize project delivery and meet mission needs.

The position features interaction with senior stakeholders, requires an active TS/SCI clearance with Poly, and offers the chance to impact critical national security projects within a multi-year

Qualifications

• Bachelor’s degree required.
• 10+ years in an IC advisory role.
• Knowledge of the Eastern Asia Region.
• Master’s degree in business/social science/behavioral science preferred.
• Active TS/SCI clearance with Poly.
• Ability to extract insights from social media and open data sources.
• Experience developing presentations for middle and senior management.
• Strong written and verbal communication; data visualization with charts/graphs.
• Proficient in MS Excel and PowerPoint.
• Ability to work as individual contributor and in a team.

Responsibilities

• Design and implement research evaluations for strategic communications in the IC.
• Apply tradecraft to enhance planning, design, and implementation of projects.
• Design and conduct survey research: sampling, instruments, distribution, analysis.
• Analyze qualitative and quantitative data to provide insights.
• Prepare reports and presentations for senior leadership.
