Job summary

Orbis is seeking a Senior Measure of Effectiveness Officer to lead qualitative research and program evaluation for a client in the US Intelligence Community. You will design research plans, collect and analyze data, and produce actionable recommendations for senior stakeholders in a multi-year effort.

The role offers interaction with leadership, opportunities to shape evaluation strategies, and the chance to impact mission outcomes.

Qualifications

• A Bachelor's degree is required for this position.
• Minimum of 10 years' experience in an advisory role in the IC.
• Knowledge of the Eastern Asia Region.
• Master's degree in business, social science, or behavioral science preferred but not required for this position.
• Active TS/SCI clearance with Poly.
• Ability to extract insights from social media and various open source and proprietary data sources to produce finished intelligence products.
• Experience developing presentations and providing briefings to middle and senior management.
• Excellent oral and written communication skills, including visual representation of data using charts and graphs.
• Proficiency with MS Excel and PowerPoint.

Responsibilities

• Develop and implement research designs with practical strategies for evaluations of strategic communications.
• Apply operational knowledge and tradecraft to enhance planning, design, and implementation of projects.
• Design and conduct survey research; sample identification, instrument development, survey distribution, and response analysis.
• Analyze qualitative and quantitative information to provide comprehensive insights.
• Prepare reports and presentations for senior leadership based on research plans, activities, findings, and recommendations.
• Brief senior-level customers on research plans, status of activities, findings, and recommendations.
• Generate operational proposals based upon findings and recommendations.
