Job summary

Orbis Operations in the US is seeking a Senior Measure of Effectiveness (MOE) Officer to lead qualitative research and program evaluation for a US Intelligence Community client. You will design studies, collect and analyze data, and produce actionable recommendations for senior leaders on a multi-year engagement. TS/SCI with Poly is required and the role entails interacting with stakeholders at the highest levels.

Qualifications

• Bachelor’s degree required.
• Master’s degree in business, social science, or behavioral science preferred but not required.
• Active TS/SCI clearance with Poly.

Responsibilities

• Develop and implement research designs for evaluating strategic communications.
• Apply tradecraft to enhance planning, design, and implementation of projects.
• Design and conduct survey research including instrument development and distribution.
• Analyze qualitative and quantitative data to provide insights for the client.
• Prepare reports and presentations for senior leadership with findings and recommendations.
• Brief senior-level customers on plans, status, findings, and recommendations.
• Generate operational proposals based on findings and recommendations.
