Job summary

Community Action Partnership of Lancaster County is seeking a Manager of Early Learning & Support Services to provide strategic leadership and oversight across early learning programs. The role ensures regulatory compliance, high-quality instruction, and equitable supports for children, families, and staff.

Responsibilities span policy implementation, data-driven CQI, HR coordination, and collaboration with partners throughout Lancaster County.

Qualifications

• Bachelor’s degree in early childhood education (ECE), Social Work, or related field with at least 18 ECE credit hours is required.
• Master’s degree in ECE, Social Work, or related field preferred.
• PQAS certificate is advantageous.
• At least 5 years of experience providing ECE services is required.
• At least 5 years of experience in supervision of staff & administration is required.
• Experience with federal and state ECE regulations is preferred.

Responsibilities

• Provide strategic leadership and operational oversight across early learning programming.
• Ensure regulatory compliance, high-quality instruction, and equitable, culturally responsive supports.
• Lead policy implementation and maintain accountability systems.
• Drive CQI through data and collaborate with leadership, funders, and partners.
• Provide reflective supervision to supervisors and specialists.
• Oversee HR coordination and staffing to meet program needs.
• Support enrollment practices and smooth transitions for children served.
