Job summary

The State of Delaware seeks a Management Analyst III to evaluate programs, analyze data, and propose actionable improvements across a broad range of operations. The role involves reviewing policies, procedures and performance metrics to drive efficiency while ensuring legal compliance.

Qualifications

• Three years' experience in conducting studies evaluating operations, programs, services, policies and procedures to determine efficiency and compliance.
• Three years' experience in descriptive statistics such as mean, median, mode or standard deviation.
• Three years' experience in interpreting laws, rules, regulations, standards, policies, and procedures.
• Six months' experience designing studies including goals, data sources, sampling and collection methods.
• Six months' experience making recommendations for continuation or changes to operations based on findings.
• Six months' experience in narrative report writing.
• Knowledge of inferential statistics such as correlation, t-tests, f-tests or ANOVA.

Responsibilities

• Interviews agency staff, observes work processes and gathers data for evaluating services and compliance.
• Reviews, analyzes and interprets data related to policies, procedures and operations; defines recommendations for improvements.
• Analyzes data and develops solutions or alternative methods of proceeding.
• Evaluates effectiveness of operations in meeting goals and objectives.
• Provides technical assistance in understanding and developing management objectives and controls.
• Studies background material such as legislation, orders and regulations to inform recommendations.
• Suggests and assists in implementing new techniques to strengthen controls and utilize resources.
• Documents findings and prepares recommendations for new systems or changes.
