Qualifications

• Three years' experience in conducting studies evaluating operations, programs, services, policies and procedures to assess efficiency, effectiveness, and compliance.
• Three years' experience in descriptive statistics (mean, median, mode, standard deviation).
• Three years' experience interpreting laws, rules, regulations, standards, policies, and procedures.
• Six months' designing studies including goals, data sources, sampling and collection methods.
• Six months' making recommendations based on findings.
• Six months' narrative report writing.
• Knowledge of inferential statistics (e.g., correlation, t-tests, ANOVA).

Responsibilities

• Interview agency staff and observe processes to gather data for evaluating services and compliance.
• Review and interpret data related to policies, organization, and operations; define improvements.
• Analyze data to develop solutions or alternative approaches.
• Evaluate operations against goals and objectives; propose changes as needed.
• Provide technical assistance in understanding management objectives and controls.
• Study relevant background material like legislation and regulations.
• Recommend new techniques or procedures to improve operations and resource use.
• Document findings and prepare implementation recommendations.
• May supervise staff and oversee merit full-time positions.
