Job summary

Horizon Management Services seeks an experienced Community Manager to oversee Layton Preserve and Woodland Ridge Campus (227 units) in Wisconsin. You will direct property operations, lead a team of Property Managers and Maintenance staff, and drive resident satisfaction while ensuring financial performance and regulatory compliance.

Qualifications

• 5+ years of property management and leadership experience including supervision, budgeting, vendor oversight, and strong operational, organizational, communication, customer service, and problem-solving skills.
• LIHTC knowledge (Section 42) is preferred.
• Valid driver’s license, reliable transportation, and auto insurance are required.

Responsibilities

• Direct Property Operations across multi-property campuses, including leasing, occupancy, resident relations, rent collection, work orders, inspections, vendor coordination, budget performance, regulatory compliance, and safety.
• Lead and develop the team, setting priorities, coaching staff, and partnering with Human Resources to ensure growth and accountability.
• Own daily multi-property operations, inspections, maintenance, capital projects, vendor management, service requests, and resident concerns; drive continuous improvements.
• Enhance Resident Experience by prompt responses, community programming, leasing support, move-ins, renewals, and retention.
• Manage finances by budgeting, monitoring occupancy and expenses, and communicating risks and variances with practical solutions.
• Ensure Compliance & Risk Management with policies, Fair Housing, affordable housing requirements, and safety standards; address hazards proactively.
• Build relationships with contractors and partners; solicit bids, manage contracts, monitor performance, and represent communities professionally.
