Job summary

The City of Fort Worth's Public Library Operations Division seeks a Sr. Management Analyst to manage complex administrative and business functions, including budgets, HR, data analysis, and financial reporting.

Reporting to the Administrative Services Manager, the role oversees budget development, forecasts, and capital projects, while applying lean principles and maintaining strong stakeholder relationships.

Qualifications

• Master’s degree in Public Administration, Finance, or related field.
• Minimum 4 years of experience in budget/financial management or related analysis.
• Knowledge of municipal budget process, forecast, finance monitoring, and project closeout.
• Proficiency with PeopleSoft Financials and ERP systems; strong Excel pivot table usage.

Responsibilities

• Manage and oversee complex budgets including operating and capital funds.
• Develop financial forecasts and staff/equipment/resource projections.
• Support RFQ/RFP processes and bid evaluations with Contract Compliance.
• Prepare complex financial and project reports; analyze financial issues.
• Develop Mayor & Council agenda items and performance metrics.
• Supervise 1 direct report and 4 indirect reports; manage grants and capital projects.
• Apply lean principles to improve processes and workflow.
• HR/payroll/time management oversight (HRC).
