Savan Group seeks a Senior Business Analyst to support the DOT, OCIO, guiding IT governance, stakeholder engagement, requirements development, and process improvement. You will align IT investment decisions with CPIC and PPBE, working with OCIO leadership and program staff to strengthen governance structures and deliver actionable documents.

The role requires federal IT governance experience, strong communication, and the ability to manage multiple priorities with limited direction.

Qualifications

Bachelor's degree in business, public administration, information systems, management, or a related field.
10+ years of experience in business analysis, process improvement, IT governance, or related functions.
Experience supporting federal IT governance, including governance boards, charters, policies, SOPs, decision-making processes, and governance process improvement initiatives.
Experience eliciting, analyzing, documenting, validating, and managing requirements (BRDs, FRDs, user stories, process flows, traceability).
Strong stakeholder engagement and facilitation skills, including leading workshops and coordinating input across organizations.

Responsabilités

Support operation, maturity, and modernization of the DOT IT governance program, including governance boards and decision-making processes.
Analyze and improve IT governance policies, structures, and processes across the DOT IT portfolio.
Draft and maintain governance documentation (charters, SOPs, templates, training materials).
Document current and future-state governance and business processes; conduct gap analyses and provide recommendations.
Elicit, analyze, document, validate, and manage requirements for IT governance, portfolio, and financial management tools and platforms.
Develop and maintain requirements artifacts (BRDs, FRDs, user stories, use cases, process maps, traceability matrices).
Manage requirements through lifecycle: prioritization, change control, approvals, and UAT support.
Plan and facilitate stakeholder engagements, requirements workshops, working sessions, and governance meetings.
Build relationships with OCIO leadership, investment owners, program/project managers; manage expectations and priorities.
Develop stakeholder analyses and engagement plans for governance initiatives and data calls.
Ensure governance processes align with CPIC including Select, Control, Evaluate phases and IT Dashboard/IDC inputs.
Support PPBE alignment with IT governance decisions, investment priorities, and spend plans.
Assist in FITARA and other federal IT mandates; respond to OMB, GAO, and OIG requests.
Prepare executive briefings, status reports, dashboards, white papers, and client-facing materials.
