Qualifications

• Bachelor’s degree required or related field.
• Minimum 10 years supporting federal IT organizations, CIO offices, or portfolio management.
• Minimum 8 years in federal IT portfolio management and governance.
• Experience leading teams and managing stakeholder relationships.
• Ability to translate complex information into actionable recommendations.
• Experience preparing executive briefings, dashboards, and client-facing deliverables.
• Clear written and verbal communication skills, including executive writing.

Responsibilities

• Serve as the primary contractor point of contact for DOT stakeholders and provide project leadership.
• Lead project planning, staffing, scheduling, quality assurance, risk management, and delivery oversight.
• Coordinate activities across IT portfolio management, governance, strategic planning, and IT financial management.
• Support DOT IT portfolio-management and governance processes, including investment analysis and performance reporting.
• Prepare project plans, status updates, dashboards, and management deliverables.
• Facilitate meetings, prepare agendas, minutes, and follow-up communications.
• Provide executive-level analysis and recommendations on portfolio performance and investments.
• Develop governance policies, procedures, and process documentation.
• Coordinate with DOT and contractor personnel to ensure timely and accurate deliverables.
• Identify risks and dependencies; propose mitigations and escalate as needed.
• Lead and mentor project personnel and promote cross-workstream collaboration.
• Present updates and strategic recommendations to DOT leadership.
