Job summary

Serco is seeking a Senior Intelligence Collection Manager/ISR SME to support Joint Staff J-7 DDJTE in Suffolk, VA. You will design, plan, execute, and assess Joint and multinational training events focused on intelligence operations, targeting, and decision making. The role requires TS clearance with SCI eligibility, U.S.

Citizenship, and 8+ years in intelligence operations or related fields. On-site in Suffolk, VA with up to 25% travel.

Qualifications

• Active DoD Top Secret clearance with SCI access eligibility.
• U.S. Citizenship.
• Bachelor's Degree in Intelligence Studies, Political Science, International Relations, Military Science, or related field.
• 8 years of relevant military, government, or industry experience supporting intelligence operations, ISR operations, collection management, or Joint military operations.
• Demonstrated experience supporting Combatant Commands, Joint Task Forces, Joint Staff, IC organizations, or equivalent HQs.
• Expert-level understanding of the Joint Targeting Cycle (F2T2EA) and ISR Collection Management Cycle (TCPED).
• Experience developing Collection Management Plans, ISR synchronization products, targeting products, CISRs, intelligence estimates, and planning documents.
• Strong understanding of Joint Planning Processes, Joint Intelligence doctrine, Joint Targeting, and Multi-Domain Operations.
• Experience supporting Joint and coalition environments and intelligence sharing architectures.
• Excellent briefing, writing, and communication skills with senior leaders.

Responsibilities

• Serve as the lead Intelligence Targeting advisor for Joint exercises.
• Integrate intelligence targeting across the Joint Training System and Joint Event Life Cycle.
• Provide targeting expertise, training, and materials for exercises.
• Operate targeting dissemination systems simulating real-world targeting.
• Develop target packages at all classification levels based on real-world processes.
• Provide strategic advice on Intelligence operations, targeting systems, and information sharing.
• Develop and manage Joint Integrated Prioritized Target Lists (JIPTLs), RTLs, No-Strike Lists, and intelligence requirements.
• Lead ISWGs and targeting boards; coordinate intelligence participation across organizations.
• Analyze adversary capabilities, doctrine, and threats to enhance operational realism.
• Support environment development with targeting perspectives and scenario development.
• Support EXCON, intelligence response cells, boards, and planning teams during exercises.
• Conduct post-exercise analysis, lessons learned, and recommendations.
