Job summary

Serco is seeking a Senior Intelligence Collection Manager / ISR SME to support the Joint Staff J-7 in Suffolk, VA. You will lead targeting efforts, integrate intelligence perspectives across training systems, and provide expert guidance for exercises and assessments.

Active TS/SCI eligibility is required. Candidates must be a U.S. citizen, with 8+ years in intelligence operations and a proven record supporting Combatant Commands and Joint Staff. On-site in Suffolk with up to 25% travel.

Qualifications

• Active DoD Top Secret (TS) clearance with SCI eligibility.
• U.S. Citizenship.
• Bachelor’s Degree in Intelligence Studies, Political Science, International Relations, Military Science, or related field
• 8 years of relevant military, government, or industry experience in intelligence operations
• Experience supporting Combatant Commands, Joint Staff, and Intelligence Community organizations
• Expert knowledge of Joint Targeting Cycle (F2T2EA) and TCPED
• Willingness to travel up to 25% and work on-site in Suffolk, VA

Responsibilities

• Lead Intelligence Targeting advisor providing senior-level planning and execution.
• Integrate targeting considerations across Joint Training System and JELC.
• Provide intelligence targeting training and materials for exercises.
• Operate targeting dissemination systems reflecting real-world processes.
• Develop target packages at all classification levels based on real-world processes.
• Provide strategic analysis and support for intelligence operations and information sharing.
• Develop and manage Joint Integrated Prioritized Target Lists (JIPTLs) and No-Strike Lists.
• Lead ISWGs and targeting boards, coordinating with Joint Staff and partners.
• Analyze adversary capabilities and emerging threats to enhance realism in exercises.
• Support environment development and scenario planning for exercises.
• Support EXCON, intelligence cells, and planning teams during execution.
• Conduct post-exercise analysis, lessons learned, and recommendations.
