Job summary

Lusternational seeks an experienced Project Controls Manager to lead cost and schedule performance across large heavy civil programs (highways, bridges, transit, airports, water). You will defend numbers with leadership, coordinate cost/schedule baselines, and drive forecasts with risk and change control frameworks.

Applicants should bring 10+ years in project controls for major infrastructure, strong EV, CPM skills, and proficiency with Primavera P6, MS Project, and related tools.

Qualifications

• Bachelor’s degree in construction management, engineering, finance, or business, or equivalent education/experience.
• 10+ years of project controls experience on large, complex heavy civil infrastructure projects.
• Experience integrating cost and schedule data on a common WBS and CBS with baseline management and change control.
• Experience applying earned value methods and critical path schedule analysis for forecast.
• Experience leading or directing project controls staff on a capital program.
• Proficiency with Primavera P6, MS Project, Oracle Unifier, EcoSys, or e-Builder and MS Office.

Responsibilities

• Oversee the program’s integrated controls system and ensure data reconciles to a single source.
• Review contractor cost/schedule submittals against contract requirements and progress.
• Analyze earned value, cost and schedule performance indices and surface variances.
• Evaluate change proposals, delay claims, and time impact analyses for merit.
• Oversee forecast, cash flow projection, and contingency positions.
• Coordinate risk register with baselines for forecast and contingency decisions.
• May lead monthly controls cycle and present to program leadership.
• Coordinate controls across contracts to capture cross-package impacts.
• Oversee controls data in the MIS and ensure traceability for audits.
