Job summary

The City of Boston seeks an experienced Human Resources Manager to oversee personnel, labor relations, and HR systems for Boston Public Library staff. You will coordinate with Library leadership and City offices to ensure compliance with policies, contracts, and civil service requirements.

The role requires strong supervisory skills, knowledge of public sector HR, and the ability to manage benefits, records, and employee development across a large municipal workforce.

Qualifications

• Bachelor’s degree in human resources, public administration, business administration, labor relations, or a related field.
• Five (5) years of experience in either personnel or labor relations, including four (4) years in a supervisory capacity.
• Thorough knowledge of public sector personnel and labor practices and applicable federal and state laws regulating hiring and collective bargaining matters.

Responsibilities

• Manages and supervises the human resources department.
• Oversees personnel, HR, and labor-related records and information.
• Maintains communications with union officials and participates in collective bargaining processes.
• Acts as liaison for determining obligations with Library and City leadership.
• Administers salary administration, job classification, and performance appraisal systems.
• Administers the civil service system as applicable to Library employees.
