Job summary

Burlington Capital Properties is seeking an experienced Property Manager to lead daily operations at Charles Towers Apartments, a senior housing community in Charles Town, West Virginia. This role oversees LIHTC and project-based Section 8 programs, budgeting, regulatory compliance, leasing, and resident satisfaction.

You will supervise onsite staff, manage leasing and occupancy, coordinate resident services with local partners, and maintain property records.

Qualifications

• Minimum of three years of property management experience.
• Minimum of two years managing LIHTC and project-based Section 8 housing.
• Previous supervisory experience.
• Experience with budgeting, accounting, and financial reporting.
• Knowledge of affordable housing compliance and resident file requirements.
• Strong leadership, customer service, communication, and organizational skills.
• Proficiency with computers and property management software.
• Ability to work independently, prioritize responsibilities, and lead an onsite team.

Responsibilities

• Oversee daily property operations and ensure compliance with LIHTC, HUD, and Section 8 requirements.
• Supervise, train, coach, and support onsite employees while promoting accountability and excellent customer service.
• Manage leasing, marketing, occupancy, resident retention, and renewal activities.
• Monitor property appearance through regular inspections and coordinate maintenance priorities and service requests.
• Oversee rent collection, deposits, financial records, and expense management in accordance with established budgets and procedures.
• Review invoices, coordinate vendor services, and maintain accurate property records.
• Assist with annual budgeting, financial reporting, and monitoring overall property performance.
• Coordinate resident services by partnering with local organizations and supporting activities that strengthen the community.
• Address resident concerns professionally and work to maintain a positive living environment.
• Ensure compliance with company policies and applicable local, state, and federal regulations.
• Participate in company meetings, training, special projects, and other duties as assigned.
