Job summary

ICF is seeking a senior leader to oversee HMIS training development, delivery, and capacity building for a large CoC. The role focuses on designing high-quality learning experiences, leveraging in-person and virtual modalities, and ensuring compliance with HUD and CoC requirements.

The Manager of Training and Instructional Design will lead a team of HMIS trainers, collaborate with cross-functional partners, and implement robust training programs to enhance end-user proficiency and data security.

Qualifications

• Bachelor's Degree in Learning and Development or related field; equivalent experience considered.
• Minimum 5 years of experience developing and delivering training and capacity-building materials for HMIS or similar IT platform.
• Excellent verbal, interpersonal and written communication skills; able to explain complex concepts to non-technical partners.
• Ability to supervise a team of about five HMIS trainers with coaching and development opportunities.

Responsibilities

• Liaise with CoC HMIS leadership, vendor, and support teams to address training gaps.
• Participate in regular vendor meetings to understand features and UI/UX changes.
• Implement tracking to monitor end-user compliance with training requirements.
• Maintain expert knowledge of HUD and CoC HMIS requirements on data standards, privacy and security.
• Provide high-quality training through professional facilitation and presentation.
• Develop QA mechanisms to ensure accurate, accessible content in consultation with HMIS Lead Agency.
• Collaborate across program, policy, and technical teams to align trainings with policy priorities.
• Incorporate feedback with technical teams to address high-impact training needs.
• Incorporate adult learning principles to maximize engagement and retention.
• Establish metrics to measure training efficacy and apply continuous quality improvement.
• Maintain contracts for in-person labs and virtual training platforms.
