02 CACI, INC.-FEDERAL seeks a Senior Principal Consultant to lead organizational change management and user adoption for a large-scale federal HCM modernization program deploying Oracle Fusion Cloud HCM across multiple agencies.

You will apply Prosci ADKAR and other structured methodologies to design agency-specific change strategies, stakeholder engagement, communications, training, and readiness assessments, driving successful go-lives and sustainment across federal civilian employees.

Formación

• Bachelor’s degree and 10+ years of experience in organizational change management, training development, or stakeholder engagement for enterprise IT implementations.
• Experience applying structured OCM methodologies such as Prosci ADKAR, Kotter’s 8-Step, or Bridges’ Transition Model in enterprise system deployments.
• Experience developing and delivering role-based training programs for enterprise software platforms, including instructor-led, virtual, and e-learning formats.
• Experience in federal government IT modernization or transformation programs with complex stakeholder landscapes.

Responsabilidades

• Develop and execute comprehensive organizational change management (OCM) strategies for each agency transition wave using structured methodologies to drive awareness, desire, knowledge, ability, and reinforcement.
• Conduct stakeholder analysis and engagement planning for each agency transition, identifying influencers, sponsors, and change champions.
• Design and deliver multi-channel communications campaigns including executive briefings, town halls, newsletters, intranet content, and FAQs.
• Develop role-based training curricula and materials for Oracle Fusion Cloud HCM covering HR practitioners, managers, employees, and system administrators.
• Conduct readiness assessments at key milestones to gauge agency preparedness for go-live and identify gaps.
• Design and track user adoption metrics to measure change effectiveness and guide sustainment activities.
• Coordinate with functional consultants to ensure training content reflects Oracle Fusion Cloud HCM configurations and HR policy requirements.
• Support transition from legacy HR systems with side-by-side guides and new-vs-old workflow documentation.
• Plan and facilitate change champion networks within each agency and provide sustainment support post go-live.
• Participate in SAFe Agile ceremonies and align OCM activities with Program Increment timelines.
• Provide thought leadership and set standards for the discipline; mentor staff and develop talent.
