Job summary

J&J Worldwide Services is seeking a Proposal Manager to lead the full lifecycle of U.S. Government bid responses. You will coordinate a cross-functional team of technical writers and graphics professionals to deliver compliant, high-quality proposals under tight deadlines.

You will monitor bid portals, liaise with government customers, and manage content in SharePoint, InDesign, and Word while applying best practices and regulatory requirements. Experience with APMP or Shipley is preferred.

Qualifications

• Five (5) years of relevant work experience in proposal development for government clients.
• Excellent proposal and project management skills with the ability to lead diverse teams.
• Excellent verbal and written communication skills.
• Ability to work in a fast-paced environment with competing priorities.
• Knowledge of Bid and Proposal best practices and U.S. Government procurement regulations.
• IDIQ, task order proposals, and CONUS/OCONUS experience desirable.

Responsibilities

• Lead the full life cycle proposal process, including compliance matrix, schedule, and team coordination.
• Act as RFP SME and communicate customer requirements to the bid team.
• Monitor bid portals (GovWin, GSA eBuy) for amendments and updates.
• Interface with government customers or internal teams on inquiries.
• Manage SharePoint workspace for document control.
• Publish initial drafts and final proposals using InDesign or Word as required.
• Develop visuals for responses and ensure color team materials are prepared.
• Provide feedback and lessons learned to improve boilerplate content and processes.
• Prepare worksheets for cost accounting/estimating when needed.
• Ensure compliance with Service Contract Act, Davis-Bacon Act, and regulations.
• Stay current on government regulations and industry trends.
