Job summary

BDO USA, LLP seeks a Senior Manager of Government Program Procurement to lead strategy support for pursuit and capture activities across the government services portfolio. The role provides subject matter expertise in solicitation review, contract structuring, and procurement compliance for federally funded programs, partnering with GC, BD, and program leadership.

The position supports proposal development, subcontractor structuring, and transition planning from pre-award to post-award to align

Qualifications

Five (5) or more years supporting government programs, procurement, and contracts for federally funded programs.
Experience reviewing procurement documents (RFPs, RFQs, IFBs) and supporting pursuit, capture, or proposal activities.
Experience advising on procurement strategy, contract structuring, and applicable procurement regulations (including 2 CFR 200).
Strong ability to assess compliance, contractual, financial, and operational risks and present recommendations to leadership.

Responsibilities

Leads review of procurement documents to identify requirements, evaluation criteria, and risks.
Advises on procurement strategy, contract structure, and compliance for federally funded programs.
Supports consistency in interpretation of procurement requirements with GC and program leadership.
Contributes to proposal development, planning, and transition activities from pre-award to post-award.
Develops internal tools and templates to improve procurement efficiency.
Other duties as required.
