Job summary

Rapiscan, an OSI Systems, Inc. company, seeks a Senior Manager, Government Contracts to administer U.S. Government contracts and supervise two contract managers.

You will serve as the primary contractual point of contact with customers, subcontractors, and internal stakeholders throughout the contract lifecycle, guiding negotiations and ensuring compliance with FAR/DFARS. The role requires experience with DHS, DOE, DOS and DoD, and the ability to interact with senior management.

Qualifications

• Bachelor’s degree in business administration or related field.
• 10+ years federal contracts management experience, preferably with TSA.
• Proven experience supervising staff at the manager level.
• Experience with U.S. Government customers (DHS, DOE, DOS, DoD) and large prime contractors.
• Strong knowledge of FAR, GSA Schedules, and related contracting regulations (DFARS).
• Excellent written and verbal communication with internal and external customers.
• Ability to work independently and in a team; strong problem-solving and decision-making abilities.

Responsibilities

• Support Bids and Proposals team with contract analysis and review of solicitations for U.S. Government procurements.
• Review, draft and negotiate contracts, modifications and other documents.
• Administer and process U.S. Government prime contracts and subcontracts.
• Provide SME on contractual and regulatory matters, including data rights, IP, Buy American Act, and export controls.
• Analyze contractual requirements to ensure compliance with laws and company policies.
• Prepare contract correspondence, memos and files for timely submissions.
• Train and support Federal contracts managers with workload guidance.
• Conduct quality control in internal workflow system (M-Files).
• Liaise with internal legal counsel on contractual, legal, regulatory and risk issues.
• Support policy improvement and ensure compliance within Contracts Department.
• Maintain accurate contract records per retention and audit standards.
• Uphold company values and ethics; ensure reports on non-compliance.
• Manage and develop team to meet deliverables and competencies.
