Job summary

Buchanan & Edwards (BE) seeks a senior Capture Manager to own the DoS Evolve IDIQ pipeline, build a qualified portfolio, and convert priority opportunities into sustainable bookings. This role leads full capture lifecycle across Department of State market, reporting to BD leadership.

The ideal candidate has 7+ years in federal BD or capture, DoS experience, and a track record of winning prime or subcontract opportunities across cloud, cybersecurity, software, AI/ML, and data analytics.

Qualifications

• Bachelor’s degree in Business, Management, IT, Engineering, or related field.
• 7+ years federal BD or capture with 5 years in DoS capture or related work.
• Proven success winning Department of State prime or subcontract opportunities.
• Experience across cloud modernization, cybersecurity, software engineering, DevSecOps, data analytics, or enterprise IT.

Responsibilities

• Identify and qualify the Department of State Evolve IDIQ pipeline opportunities.
• Lead each pursuit from qualification through award with win strategies and executive sponsorship.
• Develop partner and subcontractor strategies and teaming arrangements.
• Engage government stakeholders, industry partners, and system integrators to advance BE opportunities.
