Job summary

EMCOR Government Services, Inc. is seeking an experienced Facilities Program Manager to lead the Facilities Maintenance and Operations Support Services Contract in the DMV area.

This senior on-site role reports to the Executive Director of Operations and oversees the contract performance, safety, quality, and workforce development. As a key personnel member, you will coordinate with Deputy Program Managers, Operations Managers, Chief Engineers, and subcontractors while driving operational

Qualifications

• Minimum seven (7) years of progressive management experience leading multiple departments or large technical organizations.
• Minimum five (5) years of facilities operations and maintenance management experience.
• Proven experience managing large federal, institutional, healthcare, higher education, or critical infrastructure contracts.
• Proficiency with Maximo is highly desired.
• Excellent communication and listening skills across organizational levels.
• High attention to detail and initiative under tight deadlines.
• Formal presentation/briefing skills are required.

Responsibilities

• Serve as the senior EMCOR representative and primary point of contact.
• Direct all contract operations across multiple facilities.
• Ensure successful execution of all Performance Work Statement (PWS) requirements.
• Establish priorities and allocate resources to meet performance objectives.
• Lead strategic planning and continuous improvement efforts.
• Maintain accountability for customer satisfaction and contract compliance.
• Provide executive-level briefings to EMCOR and government leadership.
• Develop policies, procedures, goals, and performance metrics.
• Promote EMCOR's Mission First, People Always culture.
• Oversee facilities maintenance, engineering, custodial, and warehouse operations.
• Ensure safe operation of critical facility systems and building automation.
• Monitor preventive maintenance and work orders, ensure regulatory compliance.
• Lead budget development and financial reporting for the contract.
• Foster workforce leadership and succession planning.
• Ensure safety, quality, and adherence to QA/QC programs.
• Maintain strong customer relationships through regular meetings and reviews.
