EMCOR Government Services in Washington, DC seeks an experienced Program Manager to lead the Facilities Maintenance and Operations Support Services contract. You will serve as the senior EMCOR on-site representative with responsibility for contract performance, customer satisfaction, safety, quality, and workforce development.

Qualifications

• 7+ years in multi-department management within a facilities environment.
• 5+ years facilities operations and maintenance management experience.
• Experience managing large federal, institutional, healthcare, higher education, or critical infrastructure programs.

Responsabilités

• Contract Leadership and Management: Serve as the senior EMCOR representative and primary point of contact; Direct all contract operations across multiple facilities; Ensure successful execution of all PWS requirements; Establish operational priorities and allocate resources; Lead strategic planning and continuous improvement; Maintain accountability for customer satisfaction, operations, and contract compliance; Provide executive briefings; Develop and implement policies, goals, and metrics; Promote Mission First, People Always culture.
• Operations and Maintenance Oversight: Oversee all facilities maintenance, engineering, custodial, and warehouse operations; Ensure safe operation of critical facility systems (utility plants, steam, chillers, HVAC, electrical, fire protection, BAS, plumbing, structural systems); Monitor preventive maintenance and work orders; Ensure regulatory compliance.
• Financial and Business Management: Maintain full P&L responsibility; Lead budgeting, forecasting, and reforecasting; Review labor utilization and performance indicators; Identify cost-saving opportunities; Ensure financial reporting and cost tracking; Oversee project planning and closeout.
• Workforce Leadership and Development: Develop and retain a high-performing management and technical workforce; Ensure licenses and training; Manage labor relations; Foster accountability, safety, and customer service; Lead succession planning and development discussions.
• Safety and Quality Management: Enforce safety policies; Promote proactive safety culture; Oversee quality assurance/control programs; Review safety trends and corrective actions; Ensure QA/QC with QASP.
• Customer Relations: Build strong stakeholder relationships; Lead regular customer meetings and reviews; Address concerns and implement corrective actions; Ensure clear communication with customer leadership.
