Job summary

EMCOR Government Services seeks a Program Manager in Washington, DC to oversee all aspects of the Department of Energy contract at two sites, including budgeting, personnel, and facilities management. The role requires directing construction, maintenance, and renovations while ensuring compliance and safety.

The candidate must have at least five years of supervisory experience, CMMS proficiency, and a US citizenship with the ability to coordinate with subcontractors and client staff.

Qualifications

• At least five years of general supervisory experience managing a facility of the size and scope of the Forrestal and Germantown facilities.
• Must have or be able to maintain a Q Clearance.
• Technical and managerial experience in facilities maintenance and operations.
• Knowledge of proposals, scopes of work, scheduling and coordinating site contractors and other assigned personnel; preventive maintenance schedules/operations.

Responsibilities

• Prepare quarterly financial forecasts and monthly updates.
• Ensure contract is managed to meet contractual requirements and financial goals.
• Manage all exempt personnel on the contract.
• Maintain a strong, trained, and disciplined workforce.
• Manage overall operations including daily operations, maintenance, and renovations.
• Control expenses in line with maintenance practices and contractual requirements.
• Provide direction and supervision to staff in completing work assignments.
• Negotiate and bid for IDIQ construction and renovation contracts; manage these contracts.
• Plan and delegate major project assignments and set maintenance priorities.
• Dictate staffing actions including hiring and termination.
• Advise client facilities staff on mechanical/electrical system issues and problem areas.
• Ensure proper upkeep of facilities including HVAC, sanitation, and emergency readiness.
• Coordinate purchasing of supplies and inventory control.
• Maintain liaison with architects, engineers, and contractors.
• Maintain records and a strong safety program.
