Job summary

Blue Shield of California Foundation seeks a Senior Evaluation and Data Strategy Officer to lead senior-level evaluation and learning efforts across initiatives. You will guide data strategy, manage external partners, and translate evidence into actionable insights for staff, leadership, the Board, grantees, and partners.

The role emphasizes equity-centered approaches, complex systems change, and population-level impact, with a hybrid in-office requirement in San Francisco.

Qualifications

• Requires a Bachelor's degree or High School Diploma/GED and 4 years of additional relevant experience in lieu of a degree
• Master's degree preferred
• Requires at least 10 years of prior relevant experience in evaluation, research, data strategy, or organizational learning
• Requires a minimum of 3 years' experience in philanthropy, nonprofit work, public sector, or related fields
• Experience leading evaluation methodologies and data strategy within philanthropic or nonprofit institutions
• Expertise in equitable and inclusive evaluation practices

Responsibilities

• Lead complex evaluation, research, data strategy, and learning efforts across Foundation initiatives
• Manage cross-functional projects and external evaluation partners
• Translate evidence and community insights into actionable learning for staff, leadership, and boards
• Develop innovative evaluation practices that support population-level impact
• Collaborate across functions to refine strategy and impact measurement
